Dirk De Keuster (°1967) studied law in Louvain and in Strasbourg from 1986 to 1991. He also followed the MBA programme at the University of Antwerp (RUCA) in the period 1991-1992.

Dirk De Keuster started his professional career in 1992 at the office of Mrs Wivina Demeester, then Flemish Minister of Finance and Budgetary Matters. He was involved with, inter alia, the large economic cases in the crisis period 1992-1994. The financial difficulties with the Liefkenshoektunnel (1994-1995) and the need for restructuring got him involved with Public-Private Partnerships. From 1996 he shared responsibility for building management and he supervised, inter alia, government assignments for housing of the Flemish government in the Brussels northern area. He helped develop the initiatives for giving architecture a prominent position in Flemish government buildings.

 

Dirk De Keuster left the office in 1999 and was sworn in as attorney before the Court of Appeal in Brussels on 1 March 1999. He was given the opportunity to work for the law firm De Bandt, Van Hecke, Lagae (now Linklaters). Patrick Peeters and Lieve Swartenbroux acted as his training supervisors. He moved from the Brussels to the Antwerp office in 2002.

In 2008 Dirk De Keuster was put in charge of the public law department of the law firm Laga. Because of a difference of opinion regarding the firm's strategy, he left Laga in October 2009 to set up his own firm.

Dirk De Keuster represents clients before district courts and courts of appeal, including the Court of Justice, the Constitutional Court and the Council of State.

 

He has published various articles on PPP, regional tax matters, government assignments and administrative law.

Dirk De Keuster is a member of the Antwerp Bar Association.

 

 

The firm handles all disputes relating to real estate, such as disputes with contractors and architects, disputes with the revenue service, discussions relating to environmental planning and urban development …

 

In addition the firm also advises public and private partners with regard to government assignments. The firm advises on the preparation and interpretation of the specifications as well as the procedures before the Council of State and the regular District Courts.

The firm has broad experience with PPP projects which have already been realised. For example, the firm advised the municipalities of Overpelt and Neerpelt on the first PPP project for sports infrastructure in Flanders and the municipality of Zoersel on the first PPP project for an administrative centre in Flanders.

 

The firm acted as attorney in the “dioxin crisis” and in a number of other crisis situations relating to product liability and food safety.

In addition to these specialisations the firm also provides assistance with regard to general issues.

 

The firm forms a network with Beelen Advocaten of Louvain and Rasschaert advocaten of Aalst.
